But basically, you can flippety-flop all the fabric around, and fold the seam allowance of your bias binding over the end of your elastic (the elastic that goes over your shoulder), and everything will be neatly hidden.

To calculate the ruffle: the width is 6 plus 1/2 allowance plus hem (I added about 1 for hem); the length is double the width of your dress.
On the sleeve, there is a sharp 90 turn that is reinforced with one row of stay stitching.

I really like that the top edge of the bodice is curved upwards at center front! The top edge of the bodice was already hemmed. 
Below the waist seam, I gently graded out 1 at both side seams to give a bit more volume at the hip. Fold the ruffle down and push the seam up.

Shirring is not complicated, but it is tedious.
I bought the pink fabric and a zipper at the shop for less than $10, walked home, and sewed a dress.
